[cloud-run-events] Permission denied errors for triggers

The trigger events were getting dropped with permission_denied.

Looking at the event triggers UI, there was a warning about missing permissions. I didn't note what exactly the warning was. Upon resolving the warning, the previous events were successfully delivered.
