Add "functions logs tail" command

Note, this was partially addressed with the addition of the --tail option to functions start.

Can't even pipe it to tail... This BETA tho....

Also, as explained in https://github.com/GoogleCloudPlatform/cloud-functions-emulator/issues/87, one could also directly tail the log file, which can be located using functions status.
