chain docs publishing to individual libraries publishing

Currently the docs job depends on publishing finishing successfully. If one library fails to publish, then the publishing job fails and the docs job won't kick off. It would be great if we could call docs publishing directly after the library is published, that way we won't miss publishing docs jobs in the future.
