civil: make this into a module

This would be very helpful. I've got a few places I'd like to introduce support, including Vitess, but don't necessarily want to bring in the full cloud SDK. The civil package itself has no dependencies, which is great.

I haven't looked into the dependencies myself, but if true that there are none, this SGTM. In which case it will just be a question of scheduling the work.
