fix/improve coverage in pubsublite

As noted in this comment https://github.com/googleapis/google-cloud-cpp/pull/8233#discussion_r813195103,

This will make it hard for us to see what hand-crafted code is properly tested. At the very least we would want to create some minimal integration tests to ensure we are not distracted by low coverage in a particular service. Please open an issue to fix the coverage in this library.
