Deprecate and remove `bigtable::ClientOptions`

basically #6642, but in bigtable.

With #6307 implemented, we can start to deprecate ClientOptions, as it is no longer needed or wanted.

The class has been marked as deprecated in the documentation. It has not been scheduled for deletion, as there is no urgency to do so. I am going to leave the bug open and unassign myself. The next time this issue pops up in our bug review, I think we should schedule the class for deletion.

These are deprecated, scheduled for removal around 2023-07.
