Remove pubsublite library when service is turned down

pubsublite is deprecated, not accepting new users, and will be turned down on 2026/3/18 (https://cloud.google.com/pubsub/lite/docs)

We're still deciding when we want to actually make this change, so it's best to let us handle it.
