Update Discovery cache

The cache for eg https://github.com/googleapis/google-api-python-client/blob/main/googleapiclient/discovery_cache/documents/cloudiot.v1.json was last updated 5 months ago. We should refresh the Discovery cache for the various APIs

(This came up because using the Discovery cache via, presumably, the static_discovery flag appears to be a workaround for a customer issue.)
