Automate creating release packages

For this library, upon request I have been using a script to automate building release packages for users who do not use Composer. This may not be necessary anymore, but four years ago it was something frequently requested.

If we want to continue publishing these packages, we should add the script to do this to the repository instead of maintaining a one-off script.
