Put operation name in ApiException

The user doesn't know what call causes exceptions:

Exception in thread "main" com.google.api.gax.grpc.ApiException: io.grpc.StatusRuntimeException: ALREADY_EXISTS: Resource already exists in the project (resource=zipkin).
