Some issues:

  1. Duplicate text, such as in google-apps-chat
  2. Incorrect references to files, as in google-cloud-translate
  3. Unused files (TBD), such as gapic-generator/gem_templates/readme.erb

The problem was reported in https://github.com/googleapis/google-cloud-ruby/pull/26537
