Remove the pinned Python version for the nox docs session

We currently pin Python 3.10 as the version for the nox docs session. This requires us to include Python 3.10 in our Dockerfile for librarian, thus adding extra toil.

Remove the pinned version for docs or bump it to the latest supported Python version for our gapics.
