Require PRs to update documentation

As a follow-up to #1390 (or maybe as a way of accomplishing that), we should

  • require all PRs to either include changes to documentation or to have a tag in the PR description (or maybe just a label?) saying the PR has no documentation impact
  • if allowed by corporate policies, implement the procedure in https://docs.readthedocs.io/en/stable/pull-requests.html to be able to preview documentation when reviewing PRs
