Libraries BOM version in `README.md` is not updated correctly in handwritten libraries

In handwritten libraries, the libraries BOM version in README.md is not updated correctly. For example, in https://github.com/googleapis/java-firestore/pull/1921, the version is update to 26.50.0 but the the libraries BOM version in README.md is not updated. In pubsublite, there's no libraries BOM section at all.

Audit all handwritten libraries and fix issues with libraries BOM version in README.md.
