Separate mobile & desktop scoring options following LH 6.0

Simulated metrics between mobile and desktop vary drastically. In https://github.com/GoogleChrome/lighthouse/pull/9911 an artifact is introduced which allows for device-specific scoring thresholds. Once this is released in 6.0, we should modify our scoring to utilize this.
