Ads won't load on a physical phone.

I am able to get test ads when running this sample app on the simulator (for reference I have looked at both googleads-mobile-android-examples/java/admanager/BannerExample/ and googleads-mobile-android-examples/java/advanced/APIDemo/). However, when I run the app on a device, I am unable to get any ads. This happens even after I add the device as a test device. When looking in the debug console, I see this error: I/Ads: Ad failed to load : 0. I've attached the debug logs for when I was looking at AdMobAdListenerFragment.java and DFPFluidSizeFragment.java in googleads-mobile-android-examples/java/advanced/APIDemo/.

Yea! I'm seeing this issue on a Samsung S8 on Android 9 and a Pixel on Android 10. It seems like any device on an Android version lower than 9 works alright.

Just an update: I am now seeing the same problem on a Samsung Galaxy S7 on Android 7, but not on a Nexus 6P on Android 8 or a Pixel 3 on Android 9.

I'm experiencing the same problem with both the sample app and my Company's app. BUT, if you breakpoint and go step by step thru all the Ads process it shows up normally.

Ads not showing: Pixel 3a - Android 10 Razr phone - Android 9 Huawei Nova 3e, Android 9.0

Ads showing: HTC One M8, Android 6.0
Samsung S10, Android 9.0 Pixel 2, Android 9

I'm also getting same issue, Ads loading on Emulator but not on physical devices getting Ad failed to load : 0 Any updates on this? If Any one posted this issue on support forum so please share the link here as well for the follow up. Thanks.
