internal/wire: supported a new build constraints
The go command now understands //go:build lines and prefers them over // +build lines.
As the link says, Go Team has a migration plan. So I fixed it so that it is supported by auto-generation.

- The email used to register you as an authorized contributor must be the email used for the Git commit. Check your existing CLA data and verify that your email is set on your git commits.
- The email used to register you as an authorized contributor must also be attached to your GitHub account.

This new check was added after 1.17.3 i guess, i think you also need to validate with go version before adding the new constraint for backward compatibility.
