Migrate monitoring to use new install scripts

Monitoring is setup automatically via Terraform, but that installation mechanism is going away by the end of the year. The current way to install it along side GKE is to follow the manual installation steps, but we should fold that into the deploy-*gke.sh scripts so that it's installed at the same time.
