Task to auto-upload files to Timesketch.

For some scenarios it would be nice to have a Task that can auto-upload files to Timesketch. We also have the GCS pubsub trigger mechanism that is in the Timesketch repo, but this doesn't work for local installs. We could have it upload at least .plaso files, and possibly CSV files for cases that aren't duplicates.
