"No cached data found" with SQL persistence

When I restart my Triage Party instance (using Google Cloud SQL for persistence), I keep seeing "No cached data found" in the UI after that.

Does this mean that it's still loading the data from SQL into memory? Or that it's hitting GitHub to query everything all over again?
