Added capm MIM DRC rules from sky130.tech in open_pdks.

Starts to fix #262.

Values were obtained from here.

If the rules for cap2m are the same then a corresponding cap2m table can be added. The values for (capm.6) and (capm.12) were not found in the magic techfile and have been left empty in the pull request.
