Extend Consent Mode conditions for determining Ads connection status to support Tag Manager variables and user-placed existing tags

Feature Description

Following on from #9147, if a user has specified an Ads tag or a Google tag in their connected Tag Manager container using a variable rather than specifying the value directly, it will be ignored when determining the Ads connection status for the Consent Mode feature.

Furthermore, existing Analytics or Tag Manager tags which have been placed by the user rather than by Site Kit are not checked when determining the Ads connection status.

We should extend the conditions for determining Ads connection status to accommodate the above cases.
