Audio Challenge Always Blocked When Using Keyboard Navigation on a VM

If I go to https://www.google.com/recaptcha/api2/demo on Chrome in a VM, and try completing the reCAPTCHA audio challenge using only my keyboard, I get a pop up to "Try Again Later", with the explanation, "Your computer or network may be sending automated queries. To protect our users, we can't process your request right now. For more details, visit our help page"

This makes reCAPTCHA impossible for blind users on a VM.
