allow disabling of cursor movements

I'm using the face gestures together with a mouse and it is quite irritating that the cursor is moving another way.

To combat this, I've set the cursor movement to zero in the cursor.json.

It should be possible to disable the cursor movement completely by some toggle.

@tqphan if this is meant to be accessible software, a toggle switch is a must.

This is fantastic, thanks for contributing to Project Gameface, very useful addition that I will be experimenting with myself! Wish I had come up with this name but I was suggesting names like “GimpyG’s Fantabulous Face Contraption” which is probably too long.

An overall Face control ON/OFF keyboard short-cut would be very useful (e.g. for speech control / an accessibility switch etc.).

This would help in setting a user up with support, as it's quite fiddly to get to the on-screen toggle switch.
