Support translation for autograder messages

Autograder tests are code, so it is very inconvenient to have multilingual tests. However, the messages that are returned to students are just message strings, so they are well suited for setting up a message translation layer (by lookups).

There should be a translation layer at the stage of creating an autograder report to enable a multilingual experience for the autograder.
