Missing changelog for google services plugin 4.3.1

Copy/paste of issue #66 (which was a copy/paste of issue #24), but for the new version 4.3.1

Hi!

I'm noticing version 4.3.1 exists for com.google.gms:google-services, even if the official documentation here https://developers.google.com/android/guides/google-services-plugin only mentions 4.3.0.

I was hoping to know what changed between these 2 versions ;)

Note, in issue #66, a link was added to the firebase changelog. I don't see anything there yet for 4.3.1.

It's found here, though it took a while. But I totally agree this repository is a mess.
