Updating setup.py for minor fixes

I am declaring the #!/usr/bin/env python, and set the encoding to UTF-8. And I also updated the copyright from 2019 to 2021, I also put the long description for the setup because it was not there prior to this ( You can remove it if needed ). And I finally updated the keywords to include python tag.
