Add RSS feeds for new Vulnerabilities in OSV

Is your feature request related to a problem? Please describe. This feature request pertains to integration with other products, rather than addressing a specific issue.

Describe the solution you'd like It would be great to have RSS feeds available for peer ecosystems—one for all ecosystems, and individual feeds for specific ones like NPM packages. These RSS feeds could be integrated into Threat Intelligence platforms for monitoring and enrichment. Having both a global feed and ecosystem-specific feeds would enable seamless integration with Threat Intel tools.
