[protobuf-c] Restore missing fuzzer implementation
The original fuzzer implementation from https://github.com/guidovranken/protobuf-c-fuzzers.git was permanently removed. To ensure continued availability, it has now been added to the OSS-Fuzz repository.
renatahodovan is a new contributor to projects/protobuf-c. The PR must be approved by known contributors before it can be merged. The past contributors are: DonggeLiu, lipnitsk, inferno-chromium, guidovranken
