Not sure how likely this is to be addressed; Material Symbols has switched to a version of this icon that uses a different style and is not really subject to an outline-vs-filled distinction. You can see it in the current reply buttons in Gmail, for example.

But I’ve tagged the issue appropriately for someone to make that determination.
