CGGI to openfhe
Draft PR. Currently just trying to convert lincomb luts to the appropriate sequence of openfhe boolean ops, but it seems to fail at runtime.

@raghav198 if you have a lowering from CGGI to OpenFHE's binfhe, even in a messy form, it would be helpful to post as a draft PR. Someone was asking about if we plan to do this, and they may be incentivized to clean up a draft if you post it.
In the interest of pruning the PR page, I'm closing old PRs. Feel free to create a new PR if/when the code has been rebased and updated.
