GitHub release descriptions use `http://` URLs for Javadoc and JDiff links

The descriptions of the GitHub releases on https://github.com/google/guava/releases seem to use http:// URLs for Javadoc and JDiff links instead of https://.

At least for the description of future releases it would be good to use https:// given that guava.dev does support HTTPS.

@yoursmanjunad, unfortunately I don't think you can do anything to fix this. Only the maintainers can update the http:// URLs in the existing release notes, and only they can update whatever tool they are using which creates these http:// URLs (assuming it is some internal tool).

I finally at least fixed the script that generates future release pages. Sorry for taking so long on that.
