[Offline areas] Hide "Offline base maps" menu option if none specified in project

We'll either hard code an offline basemap, or disable the feature altogether.

Alternatively, we recently considered showing a message after selecting "Download" if nothing is available. wdyt @gino-m ? Should we go a step further as described here and just disable the menu option altogether when there's no imagery?

Hi Scott, yes, I think that makes sense, though it's lower priority (only be needed for GA), since for pilots we'll always provide imagery.
