[Map] Show sites added by data collectors if allowed by organizer

High priority for Ghana data collection. Data collectors need to see in app where others have already collected in the same survey, in order to prevent redundant work.

Request is just to show the LOIs if the data visibility is set. Need to update the LOI query based on the visibility.
