Survey Selector UI Flickering

Describe the bug When there is no survey, the UI first shows the Select survey and then jump to empty container ui.

To Reproduce Steps to reproduce the behavior:

  1. No survey on web
  2. open the survey selector screen or freshly open the app
  3. See the Flickering

Expected behavior It should not flicker

Actual behavior Flickering

hard to tell as no screenshot nothing is there, but for now let's keep the other ticket open, I will check in the sign in process If I found something.
