Do something reasonable when new HTML tags are used and Javadoc formatting is enabled

Split from #789. It was stated there that some users are using HTML tags I'd admittedly never heard of, like <section> <article> <figure> <figcaption>.

I'm not sure what the formatter currently does: is it bad or just non-ideal?
