IntelliJ plugin settings page should be placed inside the Tools section

According to my screenshot below, the settings page is currently located at top level. I think it would be better to move it into the Tools section like other plugins.

I use Google-Java-Format and Save Action plugins, and this is how it looks

It will be on "Other settings" instead of "Tools"

Yeah, I believe this is how the IDE behave when you have multiple plugins at the top level.
