[Doc][25.9.23] Assumed typo in CHANGELOG.md

The Release 25.9.23 PR #8708 introduced a surprising markdown "#"-heading-formatting into the changelog list, that assumedly originates from a typo: https://github.com/google/flatbuffers/blob/27325e002a36b3de2999906a77ff13a14fb09471/CHANGELOG.md#L10-L12

I'd like to make my first PR contribution, is it as easy as changing the md file? Anything else to consider?

hey @kendegemaro! Yes, feel free to just modify the changelog -- you will need to sign a contributor license agreement, but will get instructions on how to do so when you open the PR. Looking forward to reviewing it! :D
