IOR is not compatible with sheen material

The above code says IOR is unsupported. Is it possible to support IOR with sheen?

Can you provide a sample gltf file that tries to use both?

You can support IOR with sheen when using the glTF backend that generates materials dynamically. Ubershaders don't support it at the moment (due to limitations on the number of samplers).
