Phonetic Hebrew keyboard?

Is there a Phonetic (non transliteration) keyboard for Hebrew containing niqqud. Only three letters on the Hebrew keyboard layout match their sound, ק, פ, & ז. Is there a phonetic version of that or is there any logic to the layout?
