Create new Umatilla layout

I received a request via email from @dsienko to create a Umatilla layout. This is to track that effort.

I have a mostly completed version available in a new branch that I have apparently not uploaded to github yet. I'll try to get back to it later this afternoon. My day job has had me quite busy this week.

I just pushed the initial work to the umatilla branch. @dsienko can you take a look and let me know if there need to be any changes?

I got an error when installing: background js:28 (anonymous function) Uncaught SyntaxError: Invalid or unexpected token.

This line has "Semicolon": [ "ʷ", ""̌"],

If the one being worked on doesn't work, try lushootseed if you haven't already. It's easy to edit & create the layout you want. All letters (uppercase & lowercase) & colon/semicolon can be remapped.
