Test api

How i can test this api?

@Gagandeep1408 This is similar to the question in https://github.com/google/exposure-notifications-android/issues/57 and the only answer I saw in the documentation was:

README.md => Read the Exposure Notifications API Terms of Service => Provide advance notice to the Google Play App Review team.

however that is only for "governmental public health authority". I don't know any way for a person who is not affiliated with a PHA to get whitelisted for access.

https://developers.google.com/android/exposure-notifications/exposure-notifications-api#gloss_allowlisted says:

"Allowlisted accounts

We have partnered with public health agencies for purposes of collaboration and testing of Exposure Notifications apps while they are in development. An allowlist grants specific permissions for these Google partners."
