Add genew* and gemodify* commands to help docs

The new & modify CLI utilities are not documented in the Command Reference help documentation. An example would be genewimageryproject. This ticket would add documentation for these CLI commands to the same page or to a new page, since the original page is already fairly crowded. It might include a link to the command reference on the original page.
