High resolution imagery sometimes doesn't appear when paired with low-resolution imagery and terrain

In Google Earth EC: The high resolution imagery won't appear by default. However, toggling the terrain off will show the imagery.

Reproduction steps

1. Create a base globe using low resolution imagery and terrain, such as Blue Marble and 4km terrain from the tutorial data
2. Add a high-resolution image to the globe without adding any intermediate-level terrain or imagery
3. Build and publish the globe

Expected: High resolution imagery appears on the globe by default Actual: Only the low-resolution imagery appears on the terrain, but toggling the terrain off will show the high-res image on top of the low-res image
