[UG] Replace incomplete RSS docs by a reference to the Hugo RSS page

Since Docsy no longer offers any customized RSS support, the RSS section of the User Guide, which is now incomplete, should either be dropped, or replaced with a simple statement that refers the reader to the Hugo RSS page, https://gohugo.io/templates/rss.
