Support i386.

A few changes were made to the images over the past couple weeks. Some of these must have removed implicit support for i386. It's unclear how the oss-fuzz runner image supports it.

It's unclear how the oss-fuzz runner image supports it.

I suspect it is due to https://github.com/google/oss-fuzz/blob/cafd7a0eb8ecb4e007c56897996a9b65c49c972f/infra/base-images/base-builder/install_deps.sh#L42, but I haven't confirmed this.
