Can links to docs be included in automated crbugs?

Hello,

I just investigated my first ClusterFuzz bug, and would have found it really helpful to have links to this repo, as well as other basic documentation regarding how to investigate and reproduce these bugs.

Would it be possible for the automation creating these bugs to include a few helpful links in the bug?

In my case, I did an Internet search, which brought me to a page that said I may need to contact a Googler to get more repro info. After going to the Chromium Slack to ask a Googler, they told me the info linked on that page had a note that it's been deprecated since June 2017, and there was a link to this repo.

Some basic links would have saved myself, and that Googler, time and effort, allowing us to get a fix sooner.

@alhijazi if you set the HELP_URL env var it can link to a custom doc.
