Remove python2 deployment in deploy.py,package.py,update_task.py

Discussed in https://github.com/google/clusterfuzz/pull/1847, i think this one can be hard. @oliverchang - can you please help here.

It is hard to remove -3 suffix everywhere, chrome bots will need to be done, we can even keep -4 suffix, maybe good for even future, lets say python 4, we keep -4 :) who knows. maybe - ?
