mark vestigial processDependencies optional

According to https://github.com/google/closure-stylesheets/search?utf8=%E2%9C%93&q=processDependencies&type=Code the processDependencies flag is set but never read after it reaches Job.

Maybe we should mark this deprecated and eventually remove it.
