Is your feature request related to a problem? Please describe.

Developers want to be able to share procedures between workspaces, and use the +/- procedure blocks. But currently they can't have both because the +/- procedure blocks haven't been updated to use backing procedure models.

Describe the solution you'd like

+/- procedure blocks should be updated to use backing procedure models (like how the shareable procedure blocks work)
